A traditional way to produce vacuum in labs is the water-jet pump. 
A simple device, it attaches to the lab tape and produces vacuum using Venturi effect as e cold water passes through. 
These work where-ever there is  water supply with sufficient pressure to produce vacuum.  
Typically used with a filtering flask.
